Abstract：This study examines the Guidelines on College English Teaching (hereinafter referred to as Guidelines) (2020) in depth, with the aim of exploring its guidance on the construction of the concept of blended College English teaching and the evaluation of teaching quality in the information era. The Guidelines encourages universities to actively seek changes in the current era of rapid development of digital technology, explore the reform of teaching concepts and models, actively enrich teaching resources, and vigorously promote the collaborative development of teachers and students; meanwhile, the Guidelines points out that the management of College English teaching should advocate multi-subject evaluation as well as comprehensive timely monitoring. However, we found that the Guidelines still pay insufficient attention to the actual needs of teachers and students, and the evaluation of teaching resources. Finally, the study constructs a Sociocultural Theory guided concept of blended College English teaching, and builds an evaluation framework from three layers: resource construction, resource utilization and resource assessment. The main purpose of this study is to provide suggestions for the deepening reform of the informatization of College English Teaching.
